Catholic Bishops Sue Trump Admin for Not Funding Human Trafficking

On Tuesday, Catholic bishops filed a lawsuit against the Trump administration, challenging its sudden decision to halt funding for "refugee" resettlement programs. The bishops argue that the move is not only unlawful but also detrimental to newly arrived "refugees" and the nation’s largest private resettlement initiative.

 

They make the claim that it is unlawful, so let's take a look at what law exists today that is being broken.  (waiting)... Oh right, there isn't just one, instead, there is a combination of multiple laws that have been altered and abused for these purposes. Along with laws that have been passed in very recent years under "President" Joe Biden.  

 

For those who are unaware what an omnibus bill is, let me explain simply. An omnibus bill is a spending bill which contains multiple small bills inside the big omnibus bill. Both parties tend to cram pork and other useless items into that have little to no help for the American populus. In some cases, there are bills slid into it that actually affect us negatively. 

 

For example, there was an omnibus bill passed by Democrats and RINOS in the House and the Senate in 2022. Public Law 117-328 (Consolidated Appropriations Act, 2023), signed into law on December 29, 2022. The 2022 omnibus bill allowed for the Shelter and Services Program (SSP). This program, administered by DHS through FEMA and U.S. Customs and Border Protection (CBP), allocates grants to NGOs and local governments to provide temporary shelter, food, clothing, medical care, and transportation to migrants awaiting immigration proceedings. It was established with $800 million in initial funding transferred from CBP to FEMA. Basically, this bill stole from CPB which is there to protect against the flood of illegals into the U.S. and forced it into the hands of FEMA. FEMA then in turn funneled the money to these religious charities for the purposes of trafficking illegals throughout our states and cities. Over $780 million has been distributed since 2023 (e.g., $77 million in early 2023, $300 million in mid-2023, and $380 million in 2024) to charities like Catholic Charities to support illegal migrants post-entry.

 

An older bill that is being abused to pay for illegal migrants is the Emergency Food and Shelter Program (EFSP) – Established under the McKinney-Vento Homeless Assistance Act (1987). Public Law 100-77 (codified in 42 U.S.C. § 11301 et seq.). Originally created to assist American born homeless populations, this program has been expanded to provide funding to NGOs, such as Catholic Charities and United Way, to offer food, shelter, and transportation to migrants, including those released by Border Patrol after crossing into the U.S. The Department of Homeland Security (DHS) channels funds through the Federal Emergency Management Agency (FEMA) to these organizations. The EFSP Humanitarian Relief (EFSP-H) component has been used to support communities receiving migrants, with over $400 million allocated since 2022 to assist border and interior cities.

An even older bill is the Immigration and Nationality Act (INA) – Refugee and Asylum Provisions. Public Law 82-414 (1952), as amended, particularly 8 U.S.C. § 1522 (Authorization for Programs of Refugee Assistance). This law governs refugee resettlement and authorizes federal funding to NGOs for the reception and placement of refugees and other humanitarian migrants (e.g., asylees, trafficking victims). Organizations like Lutheran Immigration and Refugee Service receive grants to assist these groups after they enter legally or are processed. While primarily for legal entrants, some funding indirectly supports broader migrant populations through NGOs, especially in border areas, though this is not explicitly for "allowing" entry. Also, keep in mind that the Biden administration worked in unison with many of these NGO's to assist in the flood by providing the CPB One app. The app allowed for cartels and traffickers to contact officials in the U.S. to inform them of incoming illegal migrants. The way this was set up, the illegals would claim asylum in the USA for all sorts of things and be picked up and flown all over the states. 

 

We also have the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 – Emergency Medicaid Exception. Public Law 104-193 (codified in 8 U.S.C. § 1611 et seq.). This bill bars undocumented immigrants from most federal benefits but allows emergency Medicaid for critical health conditions, which can involve payments to NGOs or healthcare providers serving migrants. Charities may receive reimbursements for emergency services provided to migrants, supporting their presence after arrival.

Lastly, we have the American Rescue Plan Act (ARPA) of 202. Public Law 117-2, signed March 11, 2021. This bill which did absolutely nothing to "rescue America".  It also included $110 million in FEMA-administered funds to NGOs for "humanitarian relief" at the southern border, including support for migrants encountered by Border Patrol. Funds were used by charities to manage migrant flows post-entry, with some scrutiny over misspending.

 

The U.S. Conference of Catholic Bishops (USCCB) claims that the administration’s decision to withhold millions of dollars—including reimbursements for costs incurred before the funding cutoff—violates multiple laws and undermines Congress’s constitutional authority over federal spending, as the funds had already been approved by lawmakers. As you read above, with the omnibus bill alone, over $780 million has been distributed since 2023, that should have been enough for these holy NGOs to traffic illegals throughout our country. But they want more. Why? We are going to deport these illegals. They assisted in causing the problem and now want to cry that they won't be reimbursed for their illegal behavior. 

 

We know that many of these illegals receiving assistance through these NGOs via our tax dollars were indeed assisting all illegals, not just the illegals that abused the refugee program offered by the USA. We know that they knew they were doing so. INA Section 274 – Bringing in and Harboring Certain Aliens, 8 U.S.C. § 1324 (codified under the Immigration and Nationality Act of 1952, Pub. L. 82-414, as amended) states:

  • (i) Bringing an alien into the United States at a place other than a designated port of entry, knowing they lack authorization.
  • (ii) Transporting or moving an illegal alien within the U.S. to further their unlawful presence, knowingly or in reckless disregard of their status.
  • (iii) Concealing, harboring, or shielding an illegal alien from detection, knowing or in reckless disregard of their unlawful status.
  • (iv) Encouraging or inducing an alien to come to, enter, or reside in the U.S., knowing or in reckless disregard that it violates the law.
  • (v) Conspiring or aiding/abetting any of the above acts.

 

The penalties for breaking this law are as follows:

 

  • Fines and/or imprisonment up to 5 years per alien for most offenses.
  • Up to 10 years if done for commercial advantage or private financial gain.
  • Up to 20 years or life imprisonment if the act results in serious bodily injury or death.

 

So, were any of these NGOs responsible for assisting in aiding and abetting the illegal alien that killed Lakin Riley? What about the illegal alien who lit a person on fire in the subway car in New York?  Aside from that, Look at the fines and/or imprisonment portion. That is per illegal alien. How many have these NGOs assisted with? 5 years per person. 

 

The second one takes the cake though. 10 years for doing so for commercial or private financial gain. We have heard stories of businesses here utilizing illegals to work for them. Some including minor illegals who were not even of age to work. Have any of the owners of these businesses received 10 years in prison? 

 

The below video from X posted by Wall Street Apes shows a business called Abbys Bakery. The owner made a video claiming that every single worker had been taken from there. Will the owner be charged? They used illegals for financial gain. That remains to be seen. However, if these businesses are not dealt with properly for committing these offenses, there will be no reason for other businesses to stop these practices. When faced with the real threat of 10 years in prison, I suspect that might change. 

Yet, according to the lawsuit, the USCCB’s Migration and Refugee Services has already issued layoff notices to 50 employees, representing more than half of its staff. Further cuts are anticipated at local Catholic Charities offices that collaborate with the national program. Archbishop Timothy Broglio, president of the USCCB, emphasized the church’s commitment to serving the most vulnerable, including refugees, the poor, and migrants. “The Catholic Church is dedicated to upholding the common good and promoting the dignity of every human person,” he said. “This funding suspension undermines our ability to fulfill that mission.” Note that he included the term migrants. Migrant is just their code word for illegals. So, in their own lawsuit they admit to breaking the law mentioned above. You cannot make this stuff up. 

 

Broglio added that the sudden loss of funding has left the conference unable to sustain its efforts to support thousands of refugees who were legally admitted to the U.S. and placed under its care by the government. While the USCCB is striving to keep the program afloat, Broglio described the situation as “financially unsustainable” and stressed the importance of holding the government accountable to its “moral and legal obligations.” The "refugees" however, as stated are not legitimate refugees to the USA. The Biden administration simply broadened the use of the refugee program to accept virtually anyone into the country from all over the world. The USCCB knows this and therefore is partaking in a crime, just like the Biden administration has done. 

 

The USCCB is one of ten national agencies, many of which are faith-based, that assist refugees. These organizations were thrown into disarray after receiving a January 24 letter from the State Department announcing an immediate suspension of funding pending a review of foreign aid programs. The lawsuit, filed in the U.S. District Court for the District of Columbia, points out that the resettlement program is not a form of foreign aid, but a domestic initiative designed to help legally admitted refugees—who have already been vetted overseas—secure housing, employment, and other essential services during their initial months in the country. If they have been "vetted overseas", why were many of these so-called refugees using cartel and coyotes to get here via the CPB app? When you slow down and think about the things they claim, you quickly realize that none of it makes sense. 

 

The lawsuit argues that the federal funding is critical to maintaining the private-public partnership that underpins the resettlement program. “The USCCB spends more on refugee resettlement each year than it receives in federal funding,” the filing states. “Without this financial foundation, the program cannot continue.” It also accuses the government of attempting to “pull the rug out” from under the initiative, causing significant and lasting harm. Well, I have news for them. Border crossings are down over 90 percent. Those who crossed illegally will be removed one way or another and sent back home. YOU ARE NOT NEEDED HERE. 

 

The lawsuit names the State Department and the Department of Health and Human Services, along with their respective secretaries, as defendants. Both agencies play key roles in delegating resettlement responsibilities to the USCCB. As of now, neither department has responded to the lawsuit in court, and an HHS spokesperson declined to comment on ongoing litigation. They should not respond either. If the USCCB were actually intelligent people, they wouldn't have filed this suit to begin with, especially since they have now admitted to breaking existing laws. 

 

The USCCB is still awaiting approximately $13 million in reimbursements for expenses incurred before the January 24 cutoff. As of January 25, the conference was responsible for 6,758 refugees who had been in the U.S. for less than 90 days—the period during which they are eligible for resettlement assistance. The lawsuit warns that suspending the program will only delay refugees’ ability to find jobs and achieve self-sufficiency. Which is clearly the intent of the Trump administration. We do not need these fake refugees taking even more jobs from Americans. Just like in the case of Abby's Bakery. Those migrants were not "picking the fruit and vegetables in red states", as the left now likes to claim. They were working in a bakery. 

 

President Donald Trump, who significantly reduced refugee admissions during his first term, suspended the long-standing resettlement program shortly after taking office again in January. His administration has been critical of refugee resettlement and other immigration pathways. Vice President JD Vance, a Catholic convert, recently accused the USCCB of resettling “illegal immigrants” to secure federal funding - which the "charity" admitted to also assisting "migrants". Remember when in the lawsuit they claimed, "the church’s commitment to serving the most vulnerable, including refugees, the poor, and migrants"? The lawsuit clarifies that federal reimbursements do not cover the full cost of the program and notes that in 2023, the USCCB spent $4 million more than it received in funding, with additional support coming from donors to local Catholic Charities and other partners. As if stating that they bring in less than they spend on trafficking of individuals somehow makes anything better. Also, why do they keep trying to drive that point home? Seems highly suspicious to me. 

 

Vance’s remarks drew sharp criticism from U.S. bishops and an implicit rebuke from Pope Francis, who reiterated that Christian charity calls for helping those in need, regardless of their background or circumstances. If that is the case, then these "Christian charities" should be reliant on their Christian church members to support their illegal behavior. The problem is that that would never happen without the government because the vast majority of Americans do not believe we should be flooding the country with illegals, be it under the fake label of refugee or just in general.
